a. Matrícula da Aeronave; Tipo do Equipamento; Nome do Piloto; CANAC do Piloto em Comando; Operador; Contato do Operador (telefone/e-mail); Origem; Destino; Dia e horário do pouso; Dia e horário da decolagem; Hangar de destino; Tipo da operação (SVH, TREN, TROV); Contato para Recovery Kit;
b. Havendo necessidade de acesso de ambulância, incluir: Tipo de Operação (Embarque ou Desembarque); Placa da Ambulância; Nome do passageiro; Nome do condutor; RG do condutor; Nome da equipe médica.
For operations between 0200/0900 UTC, the aircraft operator must request authorizations via e-mail autorizacoesops.sbsp@aenabrasil.com.br for the aircraft manager, at least 2 h in advance for aircraft:

A TWR SÃO PAULO não informará a hora de DEP às ACFT. A instrução quanto à frequência do próximo órgão a ser chamado após a DEP e, se necessárias, instruções complementares, serão emitidas juntamente com a AUTH de decolagem. Salvo em situações excepcionais, as ACFT deverão manter escuta da FREQ da TWR até o cruzamento da THR oposta à RWY de DEP. As ACFT cumprindo voos regulares de PAX que não puderem OPR na RWY auxiliar deverão informar esta COND a TWR no primeiro contato.
SÃO PAULO TWR will not report DEP hours to ACFT. Instruction concerning the frequency of the next unit to be called after DEP and, if required, complementary instructions shall be issued together with the DEP AUTH, except under special circumstances. ACFT shall maintain a listening watch on the TWR FREQ until crossing the THR opposite to the DEP RWY. ACFT accomplishing PAX scheduled flights that cannot OPR at the auxiliary RWY must report such condition to the TWR at the first contact.

SBSP AD 2.20 LOCAL AERODROME REGULATIONS
|
|
|
The airport can be used regularly by any aircraft compatible with reference code 4C or lower.
Runway 17R/35L - Reference code: 4C
Runway 17L/35R - Reference code: 2B
Special Operations Authorizations: Operation of 3C aircraft on runway 17L/35R only under Visual Meteorological Conditions (VMC).
At the airport a number of local regulations apply. The regulations are collected in a manual which is available at the AIS Unit and at the Terminal Building.
When under State Mission, national or foreign, AD AVBL for TKOF/LAND INTL OPR subject to previous notification to AD Administration and thence to ANAC, 24 hours in advance (taking into account weekends and national holidays).
General Aviation ACFT must COORD at least 2 hours before its operation, at the Airport Operations Center - COA SBSP, by filling out the information on the forms: https://forms.office.com/r/4vUbiGXKJn
Restrictions:
a) ACFT subject to air traffic schedule (HOTRAN) shall observe, when landing and departing, the traffic sequence established by the ATS unit.
b) ACFT flights are authorized only when they can use both RWY for DEP and LDG, except when the ACFT are engaged in scheduled passenger domestic flights and ACFT carrying sick and vital organs.
c) Operation of fixed-wing ACFT will only be allowed with two pilots, excepting TPP CAT ACFT, once operated by an airline
pilot (PLA).
- When there is AD activation by NOTAM, it is necessary to previously request a SLOT, via the SLOT Integrated Center available at the OPERATIONAL PORTAL through LINK: HTTP://PORTAL.CGNA.GOV.BR/ or by telephone +55 (21) 2174-7500.
|
Prohibitions:
a) Visual Flight Plans of fixed wing ACFT DEST to or coming from such AD.
b) The following flights are prohibited:
- Training flights;
- Cargo flights, EXC flights reserved for bank supplies;
- Engine run-ups of any type of ACFT BTN 0100/1000 UTC;
- The use of the airport as an alternate.
c) RCD 3 ACFT OPS in RWY 17L/35R only under VMC.
d) ALPHA category ACFT are prohibited from performing LDG and TKOF operations on RWY 17L/35R of MON TIL FRI from 1000-1300 and 2200-0000, except for MEDEVAC compliant ACFT, military ACFT, or ACFT operating under the Brazilian Regulation of Civil Aviation (RBAC) 121 and 135.
Compulsory use of “push-back” at exits from the main apron, exceptions dealt with by AD.
A MAX of 45 MIN will be allowed to remain in the parking boxes for scheduled domestic flights during arrival operations that require sequential towing.

SBSP AD 2.22 FLIGHT PROCEDURES
|
|
|
Compound separation may be applied on Final APRX of RWY 17 and/or TKOF slope at RWY 35 in Sao Paulo Congonhas (S8SP), between IFR ACFT and VFR HEL flying whithin the Helicopter Control Area. Minimum compound separation to be used: 25 NM X 500 FT.
VFR operation of fixed-wing aircraft destined to or originated from this aerodrome are not authorized, excepting Brazilian military aircraft or in the following specified circumstances:
When air navigation aids which may be used as beacon for non-RNAV IAP (SID and IAC) procedures are unavailable, VFR operations may be accepted, only for aircraft not certified for RNAV1/RNP1. arriving at or departing from this aerodrome, as long as:
- At arrival, the pilot informs. in his/her first contact with the APP-SP, the intention to change from instrument flight rules to visual flight rules, when he is in the vicinity of the aerodrome.;
- At arrival, in the vicinity of the airport, the pilot requests changing from instrument flight rules to visual flight rules;
- The airport is open for VFR operations: and
- For departure (DEP), a flight plan is presented, with the field regarding flight rules completed with the letter Z and containing the point where there will be the change from visual to instrument flight rules.
IFR flight trainng within the Congonhas CTR, Guarulhos CTR and TMA São Paulo is prohibited. As a result of this restriction, this type of flight may be carried out:
a) under TMA-SP 3 airspace, under visual conditions, in an area that does not interfere with the IFR TFC and that does not require bilateral ccmmunications wth APP São Paulo.
b) within the other CTR contained in TMA-São Paulo, once there is prior COOR with the respective ATS unit in order to determine the schedule to execute flights which interfere the least in IFR TFC.
AFIL flight plans shall not be accepted by São Pauto APP when ACFT are taking off from aerodromes located in São Paulo TMA, without AIS Oftice and intend to fly IFR or VFR immediately after taking-off (flight rule Z or V). ACFT must file, before TKOF, PVC to any AIS Office accredited by the FIR where the flight was originated.
It shall not be accepted by São Paulo APP destination changes in PLN from ACFT which had previously submitted simplified PLN and intend to change to complete PLN, for AD outside the lateral limit projections of São Paulo TMA.
Helicopters in VFR flight below TMA São Paulo, including in the REH, should trigger SSR A/C code 0100.
In order to allow DEP ACFT ready for TKOF at hours next to AD closure, ACFT APCH may be suspended when they have not reached the basic PROC aid in order to assure LDG at SBSP TIL 0145 UTC.
ATC special procedures:
a) Due to air traffic flow requirements within SP TMA and/or at AD, the sequence for engine starting and taxi shall be instructed by SÃO PAULO ground control.
b) During the busier hours, all ACFT are required to carry out their DEP and ARR OPS occupying the RWY in use the least possible time.
c) SÃO PAULO APP may vector ACFT in IFR flight to visual approach whenever weather conditions are equal to or above 5KM VIS and 1000FT of ceiling. In such condition, the ACFT IFR FPL shall be maintained until the pilot-in-command reports visual CTC with RWY in use.
d) In ARR OPS, pilots shall not report to SÃO PAULO TWR the condition of the landing gear, except in situations of emergency concerning its lowering and/or locking.
